Can I change this pc into a better machine?

Right now I have this computer https://www.newegg.com/Product/Product.aspx?Item=N82E16883227509&cm_re=i_buy_power_amd_r7_360-_-83-227-509-_-Product. Please give me suggestions that will turn this machine into a gaming rig that can run Fallout 4 or GTA 5 at Medium/High at 1080p 60fps. My budget is 400$

With the GTX 1060 it should play the games you want but I must stress that it won't keep 60 fps all the time. Because of the CPU you'll dip into the 20's in fallout 4 in places where the game stresses the CPU. Overall it will still be a playable experience but you might consider upgrading your CPU as well when you have more cash.
Your computer is not compatible with Ryzen CPUs. The EVGA 500B isn't a very good PSU, there are better for the same amount of money. And you won't likely run at a stable 60FPS@1080p at highest settings on those games, mostly due to your CPU.

You would need to buy a new AM4 socket motherboard and DDR4 RAM if you want a Ryzen CPU. I would say wait until you upgrade your GPU and see how it performs. Then decide if you want to spend the money to upgrade to Ryzen, though I believe it would be worth it.

The GPUs you listed would all be a good choice if you can find them at a decent price.

You can change the power supply, EVGA 500B is not the best but it's not the worst either. I would suggest getting this PSU instead of the 500B.

The PSU needs to be no less than a 400W quality unit. Not a bargain basement no-name. That Seasonic fits the bill.
 


Nah. I wouldn't invest in a Haswell i5 coming from an FX-6300.
 


Idk. My 4690K isn't all that much better than that CPU and along with my 970(weaker than the 1060) allows me high - max settings(1080p TV). I'm happy with it. The user is only looking for med-high. It is about 25% better than the 6300 and better single core performance.
