Yes, people use 91% and stronger isopropyl alcohol to clean old paste/compound/grease from the lid of the CPU and the base of the heatsink.

91% is perfectly safe for cleaning thermal paste from the CPU. Just make sure it dries completely before reconnecting it to the motherboard (only takes a few seconds).
