Can I connect a PCIe 2.0 to a PCIe?

I am building my own gaming PC and I wanted to know if I can connect a PCI Express 2.0 to a PCIe x1, x4, x16?

The motherboard is

ASUS Maximus IV Extreme B3 RoG Edition Motherboard - Socket H2 (LGA1155), Intel P67 Express, 2200Mhz DDR3 (O.C.), SATA 6.0 Gb/s, RAID, 8-CH Audio, Dual Gigabit LAN, SLI/CrossFire, USB 3.0, Bluetooth

The graphics card I want to buy is

The GTX560 Ti will work fine with that motherboard. It goes in the PCI-Express x16 slot. PCI-Express is backwards compatible but you don't even have to worry about that as the board and the card are both version 2.
