Can I connect an router to an extender with an ethernet cable

I have a 2 floor house with lots of false ceiling and I am not able to get the range up.My router is placed in the ground floor and I am getting excellent range down but not on the top floor. I used my old Netgear WN2500RP range extender to extend the coverage on the top.
Now, the problem is that I have a 16 mbps connection that I subscribed for and that I get in the ground floor and I get the also connected the extender to the router (wirelessly).But when I ran speed test on the top floor I was only getting 0.10 mbps. There is an ethernet/telephone port on the wall behind the extender and I was wondering if I could connect the router to the extender via ethernet (a wired connection).....
 



How do I configure the Netgear as a Wifi unit and not as a range extender?
