Yes, you can use a fan directly to the psu without adapter under 1 condition. Some older design fans used a molex connection, same as what's on the psu. Other than that No you cannot go directly to the psu, the 3 or 4 pin on the fan is different. Cpu fans are almost always PWM 4pin, and require the motherboard to use a 4pin PWM signal.

Using a MacGyver technique like paperclips or direct application, bypassing the connector WILL eventually be harmful to the psu/pc. It's called FIRE. Burning out a psu or burning down a pc is pretty much a given result, so Yes, I'd consider that harmful. It's not the result that's often mentioned in those backwoods YouTube videos.

My point is that it is trivially simple to understand if there is a risk, if you don't know that much, then you don't know what you are doing.

A fan controller would work well.

^ Oh I agree absolutely , Im not condoning he rigs directly to the psu cable even if he does know what he's doing anyway.

Especially repurposing an old cpu fan , an intel fan hits 3000rpm & an amd over 4000rpm at a straight 12v - they'd both be stupidly noisy as a case fan running full speed
