Can I connect my cellphone to the Internet using dongle connected to a desktop

I have a Huawei Power-Fi E8221 dongle with WiFi feature. I have a desktop connected to a wired broadband connection. If I insert my dongle to the USB port of the desktop, can it be used as a WiFi hotspot so that I can connect my Cellphone to the Internet through that dongle?

i believe a pc can act as a repeater as long as it is connected to the internet
