I have an hp elitebook laptop. Since its screen is too small for my work, I'm considering connect the laptop to a desktop monitor. So, is it possible to connect an hp elitebook laptop to a Dell P2723QE 4K monitor through USB-C cable? If it is possible, is there any technical requirements that I have to conform to when I am purchasing a USB-C cable? Thanks.

Simple.

"Its Integrated graphic card supports only 1366x768 resolution."

A simple video cable is not going to change that.

The dock I listed has an internal video adapter that supports up to 4k on 2 monitors (in addition to the other functions it provides).
If I just connect a USB-C cable from my laptop to the monitor without the dock you are advertising, what will happen?

Nonsense.
DisplayPort output supports up to 4096 x 2160 @ 60 Hz

USB-C port doesn't have DP alt mode and HDMI alt mode listed.
So it can not be used for video output.

Use Display Port. Your monitor has it.

Thank you. I just realized that the 1366x768 resolution limit is due to the local screen of the laptop. The graphics card, Intel HD Graphics 520, although integrated, is powerful enough to support 4K resolution at 3840 x 2160@60 Hz of the monitor (though not 4096 x 2160). I'll buy a DP 1.4 cable for at most $20 in a nearby BestBuy shop.
