Can I control my fan RPM?

Hey guys, I have a Gigabyte Z97 D3H
Mobo, and I'm planning on adding some case fans to my rig. My case can accommodate 5 fans, two on top, two in front, and 1 in rear. These fans however are only quiet at 1400 RPM. They're Jetflo 120's (PWR). I want to regulate fan speeds but will I be able to regulate all 5 with my current mobo? Is there a way to regulate them if I have to plug them in through the PSU?

look at your mobo and see how many fan headers there are. if you don't have enough you can use a 4 pin splitter. remember only 4 pin connector fans can be controlled

There is the link to the specs of the motherboard. It says it has 3 Fan headers but it also says it has 1 CPU fan header. I use liquid cooling so can I control the case fan that is attached to the radiator? Would that mean that I can control 4 total? And what is a 4 pin splitter? The fans are 4 pin connector fans btw.
