Can I create a RAM disk with W8.1 to avoid accessing the hard drive?

I have a laptop with i7 core with 16Gb memory, running windows 8.1 64bits. Many times (specially when running xampp applications or Netbeans) I see that my hard drive is the bottleneck, and the memory is only 20% or 30% used.

Can I create a RAM disk to be loaded on each startup and run, for instance, the whole xampp stack from there?

virtual memory? it is usually double of physical memory.
But I don't use Win 8. My OS are Win xp and win 7
