No, the videocards must be identically, because crossfire presumes one videocard renders half of the screen, the other video card the other half of the screen, now think if one is faster then the other what happens xD, you will have huge stuttering, u wont be able to play. Thats why they put a hardware criteria so cross wont be possible if the cards are not identically.
 
You can sometimes crossfire different brands, like an MSI 280 with an Asus 280. But you need to use the same chip series, as Rolli describes above.

The good news is if all you have is an R9 280, crossfire with a 2nd R9 280 will give you awesome performance in games that support crossfire well. Just make sure you update to the latest drivers and crossfire profiles.

The bad news is this will generate a good bit more heat and noise inside your case. So make sure you have good ventilation, maybe some side fans blowing onto your GPUs.
