Can I delete only Windows from a HDD?

I want to get an SSD soon to be the boot drive and to store certain programs or games for fast loading. I also definitely do not want to have to format my HDD or re install windows and lose my data. It would take weeks to download my steam games again and take forever to redo mods and install all my programs. So I was thinking. Maybe I can get the SSD, fresh install Windows on it, delete the OS from the HDD and keep the data on it still, so the SSD would be the boot drive and the HDD can remain the storage drive. Is this possible? Is there any other way to achieve what I want?

No. If you do a clean install it'll wipe everything.

Some SSD's do have migration programs. So you can copy from hdd to SSD. Without you having to format it. Thats probably the only other option you have
