Can I delete these files? (eula.txt's &install.res.dll's)

So I saw these files when I checked my C: drive and was just wondering if they are safe to delete or if I should just put them in a folder and forget about them.

Those files all look unnecessary.
Put them in some temp folder first and reboot your pc to make sure, you haven't moved something more, than you should.
If system reboots fine, then you can delete them.

Well, they randomly placed themselves on my SSD which is not an external drive, I have no idea if that makes a difference but I suppose it needs to be said.

Then you boot from windows installation media into recovery mode and use command prompt to move files back from temporary folder.
