No its not , its soft tim on all the apu's
However it would be a massive waste of time, amd chips have a massive die heat dispersal area & use high quality tim (unlike intel)
The apu's have absokutely no issue with heat dispersal to heatsinks.
1. The cooler youre using is bottom of the barrel
2. That temperature readout in hardware monitor is likely wrong .The chip would throttle at that temp & in your screen shot it isn't doing .
Hwmonitorn is useless for fm2 socket board temps
Only amd overdrive can be trusted when it comes to the fm2/+ platform
