I Am Building A PC With A AMD FX-8120 8-Core 3.1GHz CPU And The Graphics Card Is
A EVGA 01G-P3-1302-LR GeForce 8400 GS 1GB DDR3 64-Bit 520MHz GPU And A 1200Mhz Shader Will This Be Bad I Might Run Oblivion Or Skyrim Or Games Like Modern Warfare I Really Don't Care About Frame Rates As Long As It Is 24fps Or So 15fps Will Works But I Still Would Hate That I Also Will Play Minecraft I Wan't The Highest Textures And Even Know I Don't Really Care About Frame Rates I Wan't 60fps Could I Do This? You need to balance your system more. It does not make sense to purchase a 210.00 cpu, with a 40 dollar gpu.

No Im Not Joking It Is A Cheap Card But I Can Not Afford Another Card This Might Be A Problem Since Im Using A 8-Core CPU!

Get a better cpu/mobo. The i5-2500k outperforms the fx, hell the fx is not even a true 8 core cpu!
