can I downclock Gtx 660 to reduce wattage consumption

My PC has a 125 watt CPU
Nothing more power hungry but the PSU is corsair CX 430v2
Been facing problems lately after buying Gtx 660 like crashes freezes
So just want to know if under volting or under clocking would reduce the power consumption,
And I already locked a core of my phenom x4 CPU in the bios to reduce consumption. Expert advice is greatly appreciated
 
The PSU is lacking. You can downclock the GPU to stop crashes, reduce in-game video settings, and/or run Windows in power-saving mode. Upgrading to a quality 500w or greater PSU will fix those problems and allow you to run all of your components at default clock speeds. I have the same GPU (max TDP is 140w, not 180w) and a 130w Intel CPU and since upgrading to an XFX 550w PSU, my games have not been crashing as much anymore.
 

Gtx 660 has a tsp of 140 watt and used 120 watt when 100 percent usage and my PSU can't handle that , PC always freezes and has to restart manually ,

I was thinking of downclocking it quite enough , around 200mhz in core frequency and around 1500 MHz in memory frequency , just as u would know , would it bebstable that way by downclocking so much
 
PC doesn't shut down , driver crashes very often , some time PC freezes , and have to restart manually, have tried everything for drivers like driver sweeper and all driver version
