actually I have limited internet in my pc so I have to download the game from café or from friends I have the steam key of that game so can I install the game files on steam?

I wouldn't download the files anywhere other than Steam, but you can download the files on another system and migrate them over. You'll then use a minimal amount of data to verify the files & download anything missing.
