Split the budget, then upgrade CPU and GPU simultaneously - perhaps a Phenom X4 965 with a 7850.

965 is about 85 bucks or so

gtx 760 around 260-280 and you got a good thing happening

also please note 660ti which performs about the same is likely a bit cheaper now (look for deals)
If you insist on AMD 7870 Xt will be a pretty good buy as well and about 239

^Agreed. Depending on what you have now and your total budget, a CPU upgrade will make a big difference.
The only time I'd put a HD7970 on a mobo with an Athlon II X2 250 would be if it were going to be a BTC mining rig, but that's not worth doing any more with 1BTC down to <$77 and the ASIC miners coming online.

You don't need a 7970 unless you're running at 1600p resolution, or you're running multiple monitors.

If you're using a single monitor that is at or below 1200p resolution, the 7950 is perfectly sufficient.

And it will handle next gen games for a while, but you'll eventually have to replace your motherboard in order to upgrade to a better CPU, then you'll have to upgrade your GPU again (probably in 2 years, approximately).
