Can I expect similar performance from a 4k monitor and a 4k TV

All things equal, say I'm using an hdmi cable, can I expect the same or similar performance from a standard 4k pc monitor and a standard 4k television? The video would obviously be coming from my computer.

Excuse my lack of display knowledge, but what are the main differences?

Important considerations when picking a TV or a Monitor.

What is the size of the screen? For Example 27 Inches.
What is the native resolution of the screen? ie. 4k.
What is the refresh rate of the screen at its native resolution? ie. 60Hz.
What is the panel type? ie. IPS
Does the panel have the correct inputs for my video card? ie. HDMI, DVI-D, D-SUB, HDMI 2.0, Display Port, etc.

If all this is the same between a TV and a Monitor then they will give the same performance.
The added bonus is you can watch TV easily on your TV since it likely comes with a remote control where a Monitor does not.
