I have a dell optiplex 3050 Tower and I want to know if I can put a 650W psu so that I can put a gpu to my computer and also I want to change the case to an atx. So how do I do that?

Most likely, no. Those Optiplex units are usually proprietary form factor motherboards that won't work in any other case and they use special small form factor power supplies or inline power supplies that are compatible with the proprietary motherboards only. To upgrade, you will likely need to upgrade the case, power supply AND the motherboard.

Knowing the EXACT sub model of Optiplex 3050 or the express service tag number off the unit would be helpful in determining that for certain, but I'm pretty sure that the answer is still going to be no.

I agree with not doing the case swap. A GTX1050Ti will run just fine with the Dell PSU. An i5-7500 with 16GB RAM would be pretty nice.
Dell went to an 8 pin motherbord connector to replace the ancient 24 pin ATX and there are adapters for that. Then they came up with the 6pin which the 3050 usesand I don't know of any adapters for that one.
I see those running at userbenchmark.com with Big GPUs so it looks like it can be done.

But unless you can find someone who's done it, or figure out the pinout yourself it will be difficult.
You might post the question at Dell Community Forums. There are Dell users there who may know this, and the moderators work for Dell so wrong answers get sorted out fairly quickly.
