Last year i was having the same problem with my dell work laptop. It turned out that if my power plug was not inserted all the way into the laptop, it would cause this situation where my HDD would immediately go to 100%. I replaced the plug, battery, HDD with an SSD, and upgraded the RAM from 8to 16GB. The issue still rears its ugly head when the plug comes loose for whatever reason. Push the plug all the way in and she goes back to normal. Maybe you have a similar situation?
