Can I flash the BIOS on an old Dell Optiplex 7010?

I bought an Optiplex 7010 and I am planning to update the BIOS do I need to install the OS first or can I flash the BIOS without the OS?

Also couldn't I install the OS on a USB flashdrive? I am currently working on getting an SSD.

I have a CD drive and a windows 10 install disk I thought that I'd be able to install windows 10 on a flash drive I've done so before?
 


I was talking about upgrading BIOS without Windows installation. External drive Windows install, not my specialty.

Installing Windows on a USB drive is doable but it runs terribly, even usb3 drives have a much slower transfer rate than a good ssd and it has to run through several interfaces before it reaches the memory and adds a huge amount of latency. The only way it's really useable is using a massively slipstreamed version of the os.
