Pretty much no, unless you want to run them at 800x600. The CPU will definitely not handle GTAV well, and the other really GPU intensive games will not handle a 1030 well. For how much FPS, I'd say at or below 30 with lowest settings at 1080p or a little bit lower.

As mentioned above. You won't get even decent low settings at 1080p. You should upgrade the GPU to a 1050ti then you'll be able to play those games at 1080p. But then your cpu will be holding you back.
