Question Can I get 75hz out of this monitor ?

It says here and here that it supports 75hz.

In the manual it says:

The official spec says that it supports 60hz..I can't set it to higher than 60hz in Windows 10 either...

Can I get 75hz out of this monitor ?

Through OCing ? Is it safe to OC to 75hz ?

scroll down abit more on the Standard Signal Mode Table
and you can see what resolution it support

The table just below the fragment you quoted specifies available frequencies for different resolutions. You can see there that 75 Hz is only available for lower resolutions (like 1280x1024). So if you are asking if you can get 75 Hz at 1080p then answer is no.
