Hi.

Not really looking forward to upgrade my current PSU (CoolerMaster MWE v2 WHITE) since it works well.
I looked at 3070 Founders specifications and a 650w PSU is Recommended, while some other cards like Asus Strix variant says a 750w PSU is recommended.
I understand this is mainly because these ones from other brands have bigger & chunky coolers for overclocking and stuff so they consume more power, but what if I'm not overclocking? I am planning to get one of these bigger cards (MSI SUPRIM X or Asus Strix) just for sake of quietness, I'm happy with FE performance I just want to pay more so that it is not loud with a permanent WFFFFFFFFFFFF sound in my ears (I hate headphones too so.. you get it).
ROG Strix GeForce RTX 3060 Ti OC Edition 8GB GDDR6 | Graphics Cards (asus.com) (I'll get 3060ti depending on price and availability)
ROG Strix GeForce RTX 3070 OC Edition 8GB GDDR6 | Graphics Cards (asus.com)
MSI GeForce RTX 3070 SUPRIM X 8G
they all specify 750w (+100-150w over FE), can I just limit the power to whatever FE is? or It is gonna consume all that extra for the 5% improvement over fe I don't care about. I can't find any other model with such high quality cooler & components that specifies the same 600w(3060ti)or 650 for 3070

so, question is in title. the rest of my system isn't that power hungry, 65w CPU (R5 5600X, I don't OC) an HDD & 2 SSDs

also, I run 1080p 60hz, while both of these gpus sound like overkill, for what I'm planning to do it isn't, I need that hardware ray tracing performance which my current 2060 can't handle that well, 3060 is only very little bit better so It only leaves me with those 2 choices.

Edit For future readers who google sent them here and don't want to go through a bunch of text:
Short answer is No, go get a good well-built PSU if you wanna get an expensive GPU like a 3070. I'm gonna do that too.

With a good 650W, yes. Not with such a mediocre PSU, which, to be perfectly frank, I wouldn't have recommended using with the current 2060 either.

The specifications aren't there just because of overclocked GPUs, but also because people will try to use junkier than ideal PSUs, so you want to leave some headroom. Frequently, fake 750W PSUs are competent 450W ones.
That power supply is white label meaning it's not even 80 plus bronze, If it was a very solid 650 watt like a RM650x or something similar I would say it would be ok, but in your case I would advise to upgrade to something a bit better if you go with anything above a 3060ti.

So what brand/model do you recommend for a high quality PSU? (for the GPU I'm planning to buy)
Seems like I gotta get a new PSU too.

edit:
is something like these good enough?
Super Flower Leadex III 750W 80+ Gold, Three-Way ECO Mode Fanless, Silent & Cooling Mode, FDB Fan, Full Modular Power Supply, Dual Over Power Protection, SF-750F14HG - Newegg.com

CORSAIR RM RM750 750 W Power Supply - Newegg.com
they are gold

These are both very good PSUs.

It will eventually get out of date as it's not longer being updated with new PSUs, but the tier list housed here should give you a lot of ideas.

For a 3070 or higher, I'd definitely go Tier A only. The behavior of modern, high-power GPUs includes some fairly large spikes.

So something like
Seasonic FOCUS GX-750, 750W Full-Modular Power Supply for Gaming - Newegg.com
is considered a A tier/perfect? I've heard Seasonic is reliable from some youtubers like LTT, I only have had experience with Corsair and CoolerMaster PSUs and they haven't disappointed me, is seasonic ok too? I'm probably going to buy this one, the other psus in the list seem old like some A tier ones are from 2013 2018, does the year matter? I have a feeling newer design is better or something

Older PSUs are mostly there for reference for people who already have them; PSUs don't generally have production runs that long, so you're not likely to find many 2013 ones there. Most SeaSonic PSUs are quite good, though they have a few very cheap ones they farm out to lesser manufacturers. The one you picked is fine.
