For gaming, the locked i5-4460 will outperform the overclocked fx 8350, not to mention you would need a better mobo than your current one to overclock the fx on. The 850 evo ssd won't improve performance, but it will decrease boot and load times, making your system feels faster. You can install the os using a bootable usb drive.
Looks like a reasonable setup in my eyes but one thing is that I would personally go for a hyper 212 evo rather than a tx3 due to the hyper evo preforming better for the price as a cooling solution which is only about 5 bucks more

The only other things I would want to do personally is switch out the 500gb HDD for a SSD for some faster read/write speeds.

If you are willing you can always try and see if you can find some of the parts you have in good condition second hand.
