IP addresses change based on the network you are connected to. At home/work/school, you likely have an internal IP address assigned by your router that is different that the router's external address used to connect to the Internet.

What your isp?
again. how are you connect to the internet? cable? wifi?
wireless. windows? see the wireless device? try using Ethernet?
