I was interested in buying a
Asus ROG STRIX B450-F GAMING ATX AM4 Motherboard
and I was going to get a Ryzen 3900X with it, but i'd need a bios update, I don't know anybody who would bios update it for me or anybody who even has a previous Ryzen chip. I heard that I can get a "boot kit" from AMD but I have no idea on how to get a boot kit. Any ideas?

Ask the vendor if that MB box has the AMD Ryzen 3000 Desktop sticker on the box.
If it has that sticker it will run a Ryzen 3000 out of the box.
There have been multiple posts here from users that have said that they bought that MB recently and it does have a Ryzen 3000 compatible BIOS in stalled now.

Can you possibly wait a couple more weeks? New B550's will be out.
