Can I hook my laptop up to my phone and boot usb win 8.1

I assume you mean you have Windows 8.1 installed on your phone and you want to use that to boot your laptop from. If this is the case, then the answer would be no.

If you mean you have a Windows 8.1 ISO file on your phone, the answer would still be no, unless your formatted your phone to be a bootable USB device.
