Can you have them? Sure if you go to the store and buy them.

Running an RX 480 on a cheap junk 400w PSU is a really bad idea though.

A 1050ti will work, but cheap PSU's are not good - but it will work.

700w what brand PSU. 700w means nothing if its a junk brand, aside from the fact its WAY more power than youd ever need.
