Can I install a windows oem 7 version a pc I'm going to build?

I need help im going to build my first pc and want to know if a oem version of windows 7 will work on it. Also can i upgrade to windows 10 once installed. link to the one i want to buy ----->

Sure it will work. Has the OEM Win7 ever been on another machine before?
Once it is activated with M$ and all your updates are installed, you will be given the option to upgrade to Win 10 for free... if you do it before next June.

Then you are golden. Install it, sit through all the updates, and when the offer for Win 10 finally appears, you can upgrade to it.
