What resolution? You should be getting 120-160fps at 1080p.

Btw i watched a lot videos of csgo test on rx 570 i should get 200-220 fps on everything low, but i can't even get 170 fps,

No its won't change anything, it will just make the GPU work more. Its just that by lowering settings the CPU bottlenek more because you are getting higher fps versus higher settings.
