Question Can I install Windows 11 with an AMD Phenom II X2 521 ?

Exactly. The link I showed does not have your c cpu on it. Therefore it is not certified to work with windows 11.

Unfortunately, you are going to want to replace that system to use windows 11 reliably.

Yes there are ways it can be made to work on unsupported hardware but there are stories out there about certain games etc not working properly if they detect that.

Plus your pc may not get windows updates reliably etc. Can’t tell you 100% sure what exactly will happen but Microsoft won’t support it so I wouldn’t count on things working without issues.
 
It will most likely work. From what I heard many people install Windows on unsupported Hardware. For now MS does not shut them out and I do not know of cases where there were significant issues.
But you never know if MS changes something in one upcoming Update. It might suddenly stop working without notice. Even though I doubt this scenario will ever happen, you never know 😉.
 
The Microsoft link provided "told" me that. Your CPU is NOT on the supported list.
The statement made was "No, not in any supported way".
Will, that’s why is impossible to install windows 11 other old AMD CPUs will not work always
 
I just upgraded from a Phenom II x4 965 so, they're kinda close. No, I was not able to install windows 11. Like others have said, there are workarounds but MS will close them off as they make updates.
