Can I just clone my HDD to a SSD to avoid buying new OS?

Hello!

So basically I'm on my window 8.1 laptop right now and I'm in the process of building a beastly gaming desktop. I have most of the components now.
I was wondering if I can just clone my laptop's HDD to my new desktop's SSD to avoid buying a copy of windows 8.1
Also, I think this windows copy of my laptop is a OEM (I don't know what that means lol) because it says it on the product key (last digits).

That will not work.

That license is tied to that laptop. Period.
Even if you could, you now have a laptop with no OS.

The cost for Windows is maybe 5-10% of "a beastly gaming desktop". And it is just as much a part of the system as is the RAM/CPU/GPU/whatever.
