I want to play games such as ARK, GTA, Battlefiel1 and get a min of 40fps on ulra, high and maybe medium settings. DO NOT CHANGE THE KEYBOARD/MOUSE, HEADSET. I want it to be 60hz 1080p IPS monitor. Anyway I can cut about $150 and get the same or similar gaming performance as this?

It won't be better, but the Pentium G4560 costs 50-60 dollars and delivers roughly 92-93% of the i3-7100 for half the price. So you can spend your money on a better graphics card and get much better performance overall.

G4560 + GTX 1060 3GB/RX 480 4GB is the best possible deal

GEt one of the new pentiums and upgrade that psu it won't be able to sustain that pc. You are going to have to pay 800$ as those are the lowest we can really go without getting worse parts (maybe the b250 can be changed fora cheaper one).
