Can I move my PC Games to my new PC?

I'm getting a new PC, and my internet sucks. And I'm currently downloading Black Ops 3 at 50.3 kbps (clocking in at 12 days until completed). I have a 128GB USB Drive.
Can I put the game files on the USB Drive and put them on my new PC? It's the same Steam Account also.

I believe you can as long as you are still using steam. After the move Steam will still need to download the installers but not the whole game as long as you tell Steam download to the same location as game.

it is also possible to put the old HDD in the new PC and transfer the file that way which will be faster than using a slow flashdrive. Afterwords you can put the old HDD back in the old PC if you wish and nothing will be damaged.

Yes it will work with a lap[top HDD. The difference between a Desktop HDD and a Laptop HDD is size and spindle speeds. The connections are the same between the two. In fact I have a laptop HDD in my Gaming desktop for older games not requiring a lot of HDD speed (games like hidden picture, popcap games, point and click ect.). This came about after I changed my laptop HDD to a SSD and had an extra drive kicking around for a year or more doing nothing.
