Question Can i move steam games to another coputer without Re-Downloading?

im gonna buy a new pc but i dont want to reinstall my games that i have on steam ( my connection is 100gb per month, and average 10 Megabit speed. so i dont want to spend all my time and bandwith on reinstalling the games, plus i have my family all running on the network with me so its extremely hard to re-download on the new pc, so my question is can i simply move my steam games to another pc via usb sticks?
 
You can copy 'C:\Program Files (x86)\Steam\steamapps' folder (you library folder, wherever it is) to the same folder on new PC. Then start steam and click Install for the game you copied. Follow the installation and steam will simply check if all the files of the game are OK, maybe download a few.

If you go to the Steam app folder and copy it to an external hard drive,On the new computer when you download the steam program again,and go to the new 'C:\Program Files (x86)\Steam,do you just click copy from the hard drive and paste it in the steam folder or in program files and then it will ask to you want to replace the current folder is that how you do it?
