Can I notice that I get more fps when I have 2 gtx 970 's?

I want to buy another gtx 970 but, do I notice that I get more fps?

That depends on the game, resolution, settings, and rest of the system as well as current FPS.

Let's say i use high settings on farcry 4 and have 2 gtx 970's do i notice any difference?

There is a noticeable performance difference, however it depends on your resolution and monitor refeshrate if you will notice the FPS difference.
