Ram vendors bin their chips.
If a chip was capable of running at 2400, it would be used in a 2400 speed kit that would sell for more.
As above, you could try. You could get lucky.
But, I doubt that your H110 chipset is capable of such an oc.

Past that, you are not likely to boost your performance more than 1-2%.
