Question Can I OC this system with this PSU?

Yes, you need more fans.
Fan Options
Front: 3 x 120mm (2 x with ODD cage) / 2 x 140mm fan (1 x 140mm fan included)

Rear: 1 x 120mm / 140mm fan (1 x 140mm fan included)

Top: 3 x 120mm / 2 x 140mm fan

Multiple kits of memory have no guarantee to be compatible together.

Ok so I'll add more fans and remove the second Ram kit. Then I'm all good to OC.

And last question is my rear fan the exhaust fan and the rest all intake?
 
600w is sufficient.
But, EVGA makes some good power supplies and some not so good.
I think the BR is in the latter not so good category.

On a quality build like this, do not go cheap on the PSU.
Seasonic as mentioned above is always good.
I would spend a bit more for a Seasonic focus 650w unit.
Newer units support some of the modern low power C states.


As to overclocking, yes, ryzen is designed to be overclocked, and you should do so to get best gaming performance.

On the graphics card, not so much.
Graphics card vendors bin their chips and use the better ones in factory overclocked versions
that they can sell for more. You may be able to OC more, but then again, perhaps not.
They try to differentiate by adding cosmetics and fancy coolers which also sell for more.
I do think you get fair value from a modest factory overclocked card.
If you need more performance, they buy a higher tier card in the first place.

ditto on ram, the 3000 speed is what the ram is certified for.
You might do better, but I do not think it would make any difference in your game/app performance.

More importantly, if you need 32gb, buy it in a 2 stick kit to avoid problems,
Normally, for a gamer a single 2 x 8gb kit is sufficient.

The GPU is something I already had, it was given as gift. I plan on upgrading it to eventually.

I'd get 3 fans. A 120mm at rear exhaust. 2x new 140mm on top and move the stock 140mm to the front. This'll allow for exhaust fans to be turned to a lower rpm and avoid some noise while still doing a decent job at airflow.

Psu could use replacing. Figure the psu is the heart of the pc, it powers everything and anything that gets power should be getting clean, reliable power. You'd be upset if you had a bad heart and couldn't go for a walk without getting dizzy, pc is no different, but with OC and powerful gpus, it's not walking but running.

Ryzens love fast ram. It goes hand-in-hand with their infinity fabric (AMD's version of Hyperthreading) so 3200 is recommended for best value/performance. Faster shows smaller gains for too much money. 2x8Gb is usually plenty for gaming, but if going for VMs or production or content creation, 32Gb is recommended.
