I have a 1 gb ssd. I have it partition into 2. One is D: drive, which is 700 gb for my games, and the rest is C:drive for Windows and everything else. Is it possible to wipe only the C drive, but keep the D partition the same it was. I want to do a fresh install of windows. Not the fresh start option, but actually wiping the whole thing and manually reinstalling it. Is there anything I can use to only wipe the C partition?

Solution
Windows install can do it, click on the Drive Options link on the 'Where do you wish to install to' screen. Delete the partition and then create a new one, select the new one, click Next.

I would advise making a backup first in case things go horribly wrong.
