I'm trying to build a computer for my brother on a strict 700 dollar budget. I want it to be severe overkill for him (he plays things like roblox, need for speed, and minecraft) so that if he decides to buy something new, he isn't let down by his computers performance.

I've found that this xeon x5650 has incredible performance for its price point ($40!) when overclocked past 3ghz. However overclocking motherboards are really expensive on the 1366 socket, averaging at about $250. I know if i don't buy an overclocking motherboard i won't get a 4.2ghz overclock or anything, but if i bought a cheap $60 1366 motherboard, could i get that chip to, say, 3.5 on air? I've never overclocked anything before, but it's my understanding that xeon chips are clocked a lot lower than they could be to provide stability since they're intended use is for servers.

Also, i intend on using the fury as the value of that card right now is absolutely unbeatable. But it runs really hot. Will this be a problem on a non gaming, non OC oriented board? Most of the sub $100 boards are server oriented.

Server oriented board do not support overclocking in any kind of way. I would recommend just going with an i3/i5 and a cheap h110m motherboard. The i3 will be slower than the x5650 but single core will be better any skylake i5 is faster than the x5650. Also what is the price of the amd fury you are looking at?

It's the saphire triple fan model, 249.99 brand new.

and I think i'll just grab an OC board then. I managed to find a good one for about 150. For a total of 200, if that chip can get to around 3.5, the price to performance is simply too good to pass by. assuming of course the videos i've seen of a 4Ghz (assuming that's possible) 5650 trading blows with a 6700K aren't fake.

To be honest the 6700k wipes the floor with the 5650 when not overclocked. Once you oc the 5650 it becomes pretty good. 200 in total is an ok price just be aware that because the board is older it might not last another 5 years.
