So here are the specs:
Case: Deepcool Kendomen ATX Case Red
CPU: Intel Core i5-6600K
RAM: GSkill Ripjaws V 8GB 2x4GB DDR4 2800
MOTHERBOARD: Gigabyte GA-Z170M-D3H
PSU: Seasonic M12II-520 EVO 520w 80Plus Bronze Fully Modular
GRAPHICS CARD: Sapphire RX 460 2GB GDDR5

You clearly do not understand what is bottleneck ;)
I repeat again your cooler will be ok up to 4,4-4,5GHz depends to how much voltages your CPU will need, simply more voltages = more heat and this need better cooling and also low ambient temps helps ;)
Ram always is better use 4x4GB instead 2x4Gb + 1x8GB but in normal use you will not see big deference, in some games you can lose 5-10% performance.

At 4.5 Ghz, will it bottleneck or not? Is my PSU good or not? And I am planning to upgrade my RAM. Is it good to go 2x4 plus 1x8 or 4x4?
