can i overclock i3 4130 with h90 water cooler to 3.8 ghz stock is 3.3 i have asus z87 mobo

This is a non-K version CPU or in other words it is factory locked CPU. It can only be overclocked to its max turbo frequency. Anyhow, H90 is overkill for any non-k CPU but yes you can overclock with this cooler.
