Overclocking Intel HD graphics is utterly pointless.
If you're currently getting 10 fps then overclocking might increase fps to 11. Changes nothing. Still can't play with that.

Sometimes it might. It depends...
If software you're running requires more ram/vram, than currently available, then yes.

Only if other programs are using up the ram. If you have enough ram it won't matter.

Finished F.E.A.R at 10 fps on my old computer, it looked like an 8-bit game but it was worth it, great game for me. If you like a game then graphics aren't important, playing at 4K and 240Hz won't give you more fun.
