Can I overclock my CPU?

I have a crappy board that allows 95 w cpu and my cpu is 95w can I overclock I have 600 watt psu and gtx 560 ti and 8gb ddr3 2x4

You can overclock using the OC genie. I doubt you will have any control in BIOS. The OC genie is better than nothing, but don't expect much.

So I can overclock without going over 95 watts on my cpu?

It will be fine. You're not going to get very much anyway.
