Can i overclock with this motherboard?

So i want to do some overclocking with this build and i would like to know if i can do i with this mobo:

Asrock 980DE3/U3S3

Also im going for the fx-6300 @3.5 ghz.
And the Cooler master 212 evo cooler.
Would like to get it to about 4-4,5 ghz.
Is it possible?Some pepole told me that the mobo is 4+1 sth and doesnt have cooling so i cant realy do much.Since im on a budget id like to get this mobo.In my country its the cheapest.The next one is like 20$ more.

Its gonna go a little bit over my budget but i will buy it,thanks.
