can i overclock?

so i wanted to know if it is possible to overclock my gpu without a overclocalble cpu
becuase i had to give out of the i5-4690K for a i5-4590 to get an ssd i'm on a tight budget
ohh and pls give me your opinions on the build it's my first one and if i really need to oveclock.

Get a better H97 motherboard. Not Z97 (unless you to run SLI)

Yes you can overclock your GPU by using software.
