can i place my Micro ATX on ATX stand off

do i need to remove the ATX's standoff so i can place my new Micro ATX MOBO on and maybe fill what is necessary?

You should place standoffs in the case where the motherboard mounting points are located. If there are free standoffs below the motherboard and not touching it then that's fine. However, you don't want any free standoffs touching the back of your motherboard underneath, if that makes sense.

and do i need all 8 (my MOBO has 8 screw holes)?
because i only have 4 is it safe to just use the 4 only?

You can use just four if you don’t have the others. Just keep in mind that you may see more board flexing when plugging in cables, expansion cards, etc. so just be careful when applying force.
