Can I Play Ark On My Pc

I got a pc, I found it at an office place. It's a Gateway DX4300-03. I was wondering if I could play ark on it. Also what kind of gpu I could hook this up with. I'm only 13, so I have a tight budget. Around 125$.

Hmm, at those current specs, definitely not, sorry to say.

If your budget is super tight as you say, and you could only do one thing to try and at least play ARK at lowered settings, I would look into overclocking that Phenom as much as you can, and purchase a GTX 1050.
I would try just slotting in the 1050 without overclocking and see if you're happy with performance, as overclocking on that CPU is a little difficult and you'll need to research quite thoroughly.

It's not ideal, but since you don't have much to work with it's the best you'll get until you can upgrade later. It will at least allow you to play the game.
