this picture legit?

Im happy with a mix of low/medium settings :)
Game settings have minimal impact on cpu requirements. A cpu that can only deliver 30 FPS at high settings will likely only deliver 30 FPS at lowest settings. The cpu determines the best FPS you can achieve, the gpu determines at what resolution and game settings you can achieve that FPS at.

I tried BF1 which is equally cpu heavy to BF5 on a system with a stronger i5 4670k @ 4.3GHz and 16GB RAM. Multiplayer was not an enjoyable experience with horrible FPS drops and a cpu constantly at 100%.

Do you mean not buy the game, or, not buy the rig?

I think you'd find BF5 performance a tad lacking, but,...I thought the game decent enough even on a 7700K's integrated graphics at 768P, so, you might be ok for a bit, gaming performance can be subjective.....
